Designed as an improvement to Citroën DS3 R5 and Peugeot 208 T16, both Group PSA's previous R5 rally cars, the development of Citroën C3 R5 was carried out by Citroën World Rally Team back in early 2017. Citroën works drivers Stéphane Lefebvre and Craig Breen, along with Yoann Bonato, a Citroën's customer driver, are brought in to help develop the car for the whole 2017 summer. The very first C3 R5 was completed in September of 2017 and debuted to the public in Rallye du Var which took place a month later, with Bonato driving a few stages as a non-competitive entrant.

On January 1st, 2018, the C3 R5 have passed international homologation and was ready for rally competitions. It made its competitive debut at the 2018 Tour de Corse in April of that year, with Yoann Bonato taking second place in the WRC-2 class, and 10th overall in the rally. It'll eventually earn its maiden victory in World Championship-level competition by Mads Østberg, at the 2019 Rally Argentina in the World Rally Championship-2 category.
